• Crystal Maiden: Base movement speed increased by 5

• Doom: Base armor increased by 1

Item Updates:

• Observer Wards cost reduced to 0 gold
• Desolator recipe cost decreased by 100 gold
• New Neutral Items added to tier 2 and 3 pools
